Meet the Board
The elected members of the Quinte Health Board of Directors for 2025/26.
Reta Coburn is an accomplished corporate director with over a decade of governance experience serving on boards. Reta’s extensive board experience includes her current role as a board member for CAA Club Group since 2013, which provides members with a range of services including roadside assistance, travel services, rewards, and insurance for home, auto, commercial property and specialty products. She also serves as a corporate director for CAA’s subsidiaries, CAA Insurance, Echelon Insurance and previously Orion Travel Insurance Company, having been appointed Board Chair of Echelon and Orion.
Reta is currently an executive leadership coach and also brings 20 years of diverse general management experience, as country head, and from other senior executive roles in organizations across sectors that provide title insurance, outsourced services for real estate and secured lending, and legal services. She is known for her strong business acumen, sound judgment, and pragmatic approach, and is driven by a passion for leadership. Reta obtained her ICD.D. designation from Institute of Corporate Directors, holds an MBA from the University of Toronto’s Rotman School of Management, and is an Associate Certified Coach through the International Coaching Federation.
Andrew Fleming is retired from a 40+ year career as a lawyer with Norton Rose Fulbright Canada LLP and predecessor firms both in Canada and the UK with extensive experience in business law, including company, securities, and banking law. He has participated in all aspects of company law, including advising on general corporate matters relating to governance and structure in both the for-profit and not-for-profit sectors.
Andrew has served on numerous industry and government committees dealing with securities and corporate law matters in Canada including the Committee on Corporate Disclosure of the Toronto Stock Exchange. His practice also included arbitration of commercial matters under the auspices of the ICC Court of Arbitration. For the last 25 years of his career, he also actively participated in the management of the firm including as a member of the executive committee of the firm and as Managing Partner of the Toronto office.
Outside of his professional career Andrew has served on several charitable/not-for-profit boards including the Board of Governors of Shaw Festival Canada, the Board of Directors of Metropolitan Community Church (MCC) of Toronto, the Advisory Board of Ryerson Theatre School, and the Board of Directors of McMichael Canadian Art Foundation.
Bob Forder is a highly accomplished professional with over 30 years of experience in manufacturing. He held various management positions, including IT, Lean Manufacturing, Maintenance, and Production Manager. In 2013, he transitioned into public service as the Manager of Buildings and Facilities for the City of Quinte West, overseeing significant projects and managing budgets. Bob has also made notable contributions to his community, serving on the Quinte Manufacturing Association, the Belleville Chamber of Commerce and the Loyalist College Board of Governors. He is an active member of the 3rd Degree Trenton Knights of Columbus Council 2438 and Assembly 2323 4th Degree, in which he held leadership roles. Throughout his career, Bob has been recognized for his outstanding achievements and commitment to excellence. He is a proud father to two and grandfather to four and lives in Quinte West with his spouse.
Steve Geist is a seasoned corporate director and senior executive with over 30 years of experience in financial services and wealth management. Known for strategic thinking and the ability to drive change, Steve excels in strategy development, financial management, and delivering superior results within highly regulated environments.
Steve serves on several boards and committees, including the Ontario Financing Authority where he chairs the Audit and Risk Committee, and the Ontario Internal Audit Committee, where he chairs the Capital Sector Audit Committee. He is also the Chair of the Independent Review Committee for Canada Life Investment Management and a member of the Independent Review Committee for SEI Investments Canada. Steve was also a Prince Edward County Memorial Hospital Foundation board member. His extensive professional background includes leadership roles at CIBC, where he was Senior Executive Vice President & Group Head of Wealth Management and President & CEO of CIBC Asset Management. Steve has also held positions at TD Bank Financial Group and Fidelity Investments Canada. He holds an ICD.D designation from the Institute of Corporate Directors, is a Chartered Professional Accountant with an FCPA, FCA designation, and has a Bachelor of Business Administration from Wilfrid Laurier University.
Catherine Gosselin-Després is a seasoned executive with a robust background in sport administration and high-performance sports. She currently serves as the Chief Sport Officer for the Canadian Paralympic Committee, where she led Team Canada at the Santiago 2023 Parapan Am Games and is preparing for future events, including Paris 2024 and Milano-Cortina 2026. Her role encompasses overseeing games delivery and operations, paralympic performance, athlete engagement, and interacting with key stakeholders and government agencies to promote the Canadian Paralympic movement.
Previously, Catherine was the Executive Director of Sport for the Canadian Paralympic Committee, where she successfully managed Team Canada’s participation in multiple Paralympic Games, achieving top rankings and best-ever results at the 2018 Pyeongchang Winter Games. She has also held leadership roles with Synchro Canada and Canoe Kayak Canada. Catherine has served as a mentor in her field and is a board member with Canada Games Council, where she is Chair of the Sport and Games Committee. Catherine holds a Master of Arts in Sport Administration from the University of Ottawa and a Bachelor of Sciences in Kinesiology from Université Laval, with additional training in governance and leadership from Mount Royal College and Queen’s Smith School of Business. Catherine is originally from Quebec City and is fully bilingual.
Gary Hannaford retired in June 2016. He is a Chartered Professional Accountant (CPA) and has been elected a “Fellow” by the governing bodies of the profession in both Ontario and Manitoba and is entitled to use the designation FCPA, FCA. He spent most of his career in leadership positions in the regulation of professional accountants in Ontario and Manitoba. This includes 21 years as the CEO with the Institute of Chartered Accountants of Manitoba and more recently with CPA Manitoba following the merger of the three accounting bodies in Manitoba in 2015. He served 6 years as a member of the International Ethics Standards Board for Accountants which is responsible for setting ethics standards for the accounting profession on a global basis. Currently, he is a member of the Auditing and Assurance Standards Oversight Council, which provides oversight of the standard setting process for audit and assurance standards in Canada. Gary is also a member and Vice-Chair of the Governance Board of Bridge Street United Church and is Chair of its Strategic Planning Committee. He resides in Belleville.
Pam Jolliffe is a distinguished leader and consultant with a strong commitment to community service and organizational excellence. As Principal of Pam Jolliffe & Associates since 2015, she provides expert consulting in strategic planning, governance, policy development, change management, leadership development, and executive coaching. Her extensive experience includes serving as Interim Executive Director of Food Banks Canada, where she provided strategic leadership and supported a nationwide network of over 550 local food organizations.
From 2002 to 2015, Pam was President & CEO of Boys and Girls Clubs of Canada, where she led the national organization in offering strategic direction, program development, and capacity-building services to 100 clubs in 650 communities. Under her leadership, the organization’s public profile and funding significantly increased. Her prior roles include Executive Director of Fred Victor Centre, supporting homeless and at-risk adults, and Director of Planning and Administration at St. Christopher House. Pam holds a Master of Education in Counselling Psychology from the University of Toronto and has held numerous volunteer board positions, including with Loyalist College, the Centre for Addictions and Mental Health, and St. Michael’s Hospital.
Katherine MacIver is an accomplished public education leader and governance professional with more than 25 years of experience in the K–12 sector. She currently serves as Director of Education of the Hastings and Prince Edward District School Board, where she leads strategic planning, system-wide improvement, and equity-driven initiatives across the district.
Katherine brings extensive board and governance experience, having served as a Governor and Vice Chair at Sir Sandford Fleming College and Chair of its Governance Committee. Her leadership extends provincially through her role as Co-Chair of the Council of Directors of Education and Council of Medical Officers of Health (CODE-CoMOH), and through her involvement on numerous advisory and sectoral committees focused on mental health, student success, and community safety.
Katherine holds a Master of Education from the Ontario Institute for Studies in Education and has completed executive training at the Rotman School of Management. Her leadership is grounded in equity, integrity, and strategic collaboration.
Mike O’Shea’s professional career spanned 35 plus years, initially articling with KPMG and the Provincial Auditor’s office. With a career that weaved progressively through senior finance, regulatory and audit management positions in the Energy, Education and Government sectors. He also taught finance, audit and accounting courses at York University and several colleges.
Mike is a CA, CPA, Chartered Accountant, with an MBA from York University’s Schulich School of Business and a Diploma in Landscape Architecture. He has recently retired and is living in Foxboro.
Lisa O’Toole was born and raised in Belleville and returned to the Quinte area after a successful 32-year executive career in financial services while living in Toronto and Calgary. Lisa specialized in the securities and wealth management industries, holding senior roles in strategic development, change leadership, financial management, sales leadership and risk assessment/management. She holds a Commerce degree from Smith School of Business at Queen’s University, the FCSI designation (Fellow of the Canadian Securities Institute) and has completed executive education programs at Queen’s University at Kingston, Ivey Business School at the University of Western Ontario and the Wharton Business School at the University of Pennsylvania. Lisa is an experienced not-for-profit Board member, having served numerous organizations including JUMP Math and The Duke of Edinburgh Award. Lisa and her husband Gerry reside in Prince Edward County.
Shusmita Rashid is an accomplished leader in health innovation and knowledge mobilization with over fifteen years of experience translating research into real-world solutions that improve health outcomes. She currently serves as Director of Knowledge Mobilization and Strategic Relations at the Centre for Aging + Brain Health Innovation and Baycrest Academy, where she leads large-scale, multi-sector partnerships and strategic initiatives focused on healthy aging and dementia.
Shusmita has held leadership roles across the healthcare, research, and philanthropic sectors, including as a Subject Matter Expert for the Bill & Melinda Gates Foundation and an affiliate consultant with the Centre for Implementation. She has secured and led government-funded initiatives totaling tens of millions of dollars and is widely recognized for her work in implementation science, stakeholder engagement, and health system transformation.
She holds a Master of Public Health from the University of Manchester and a Bachelor of Science from the University of Toronto. An active community member, Shusmita serves on the boards of the International Federation on Ageing and the Brighton Children’s Centre, reflecting her commitment to advancing equity and innovation across generations.
Yves Savoie is an executive coach and strategy advisor to not-for-profits and charities. He is the former CEO of Heart & Stroke Canada and the Multiple Sclerosis Society of Canada. He brings deep practical knowledge and experience to complex organizations that deliver social impact. Yves is a tireless policy advocate for people with disabilities, for healthy eating, and for patient-centered approaches to healthcare.
He graduated from the University of Toronto, obtained his MBA at Concordia University, and later completed a Master of Management at McGill University. Yves is francophone and grew up in the Acadian region of northern New Brunswick. Yves is a member of the Board of the Ontario Caregiver Organization. He also served on the Editorial Advisory Committee of The Philanthropist. Yves and his partner live in the Township of Tyendinaga on the traditional territory of the Haudenosaunee peoples.
Dianne Spencer is a respected leader with over three decades of experience in college advancement, communications, governance, and community engagement. During her career at Loyalist College she served in a variety of progressively senior roles, including as Executive Director of College Advancement & External Relations and Interim President & CEO. In these roles, she led government relations, strategic communications, marketing, fundraising, alumni engagement, and Foundation development.
Since retiring in 2018, Dianne has remained active as a governance and executive coaching consultant. She is an Honorary Patron of the Loyalist College Foundation and past Board Chair for the Gateway Community Health Centre. A member of St. John’s United Church Council in Tweed, she has also held numerous volunteer leadership roles, including with the Rotary Club of Belleville, Bay of Quinte Living Council, and Loyalist College’s Board of Governors.
Dianne holds a Master of Science in Rural Studies from the University of Guelph, a BA in English Literature from University of Toronto, and is a certified executive coach. Her contributions to education and philanthropy have been recognized with multiple honours, including the Outstanding Fundraising Professional Award (AFP South Eastern Ontario) and the Outstanding Achievement Award from the Canadian Council for the Advancement of Education (CCAE).
Gail Walker is a seasoned executive and management consultant with over 35 years of experience in business strategy, marketing, and leadership. Her diverse career has spanned senior roles at major organizations including Procter & Gamble, Scott Paper, and The MIBRO Group, as well as leadership of her own consultancy, The Millrace Group.
Gail has taught marketing at the Schulich School of Business at York University and has mentored emerging professionals throughout her career. She is passionate about community service and brings extensive board experience to Quinte Health, including governance and strategic leadership roles with United Way Hastings & Prince Edward, Quintevation, and Renewed Computer Technology.
Gail holds an MBA in Marketing and a BA in Business Administration from York University. In retirement, she enjoys gardening, curling, theatre, and motorsports.
A passionate community builder, lifelong learner and visionary health system leader, Stacey is the President & CEO of Quinte Health. Her career spans three decades with a wide range of leadership experiences in hospital, home, community and primary care across urban and rural communities in Ontario. Stacey joined Quinte Health following her time at North York General Hospital where she was Vice President Strategy, Integration and Digital Health. Prior to this, Stacey was the President and CEO of Headwaters Health Care Centre. Prior to that, Stacey was the CEO of the Toronto Central Community Care Access Centre, recognized for its groundbreaking work in home and community care.
Stacey has an MA from University of Waterloo, an MBA from the Richard Ivey School of Business and has garnered provincial and national recognition including: Top 100 Women of Canada and a National Award for Organizational Leadership in Diversity and Inclusion. Stacey has served on several boards and advisory committees including the Ontario Hospital Association and the Rotman School of Management. Stacey resides in Prince Edward County with her family.
Dr. Colin MacPherson has been the Chief /Medical Director of Psychiatry at Quinte Health since 2012 and has been the Chief of Staff at Quinte Health since April 2018. He has been with Quinte Health since 2011 as a psychiatrist and serves as the clinical lead for many of Quinte Health’s psychiatric programs and services.
Dr. MacPherson earned his medical degree at the University of Western Ontario and completed his psychiatry residency at the University of Toronto. He has had multiple clinical, academic and administrative appointments.
Lina joined the Quinte Health Team in February 2022. She is an experienced healthcare leader with exceptional leadership experience in strategic and operational execution in regional and urban acute and community settings. Leading with values of integrity, respect, transparency and accountability, Lina is highly committed to creating the ideal patient experience with quality and safety at the forefront.
Lina holds a Bachelor of Science in Nursing from York University, Master of Nursing (Admin) from the University of Toronto. She is a Certified Health Executive (CHE) with the Canadian College of Health Leaders and a graduate of the University of Toronto Rotman Advanced Health Leadership Program and holds a Certificate in Legal Aspects of Healthcare Administration from Dalhousie University.
