The Request for Proposals (RFP) stage has closed for companies to submit their bids to deliver the Prince Edward County Memorial Hospital Site Redevelopment Project. The new hospital will be a leading-edge health care facility designed to meet the current and future capacity needs of the local community, with improved equipment and facilities including a 24-hour emergency department, helipad, surgical suite, dialysis unit and other specializations.

Following a fair, open and transparent request for qualifications process, four companies were shortlisted and invited to respond to an RFP in November of 2023. All four companies have submitted their proposals by today’s deadline: Ledcor Construction Limited, M. Sullivan & Son Limited, Pomerleau Inc. and Quinte Care Partners.

Over the next few months, submissions will be evaluated, and a successful proponent is expected to be announced this summer, pending final approvals. A fairness monitor is overseeing the entire procurement process.

Infrastructure Ontario and Quinte Health are working with the Ministry of Health to deliver this project.

More details about the project are available on the Quinte Health – Prince Edward County Memorial Hospital Site Redevelopment Project webpage.

Local Reaction to Closure of RFP

“Today marks another important milestone with the closure of the RFP for our new hospital build in Picton. I remain so inspired by Prince Edward County Memorial Hospital Foundation’s support and every donor across our community that have Backed the Build. To be successful in bringing project of this significance to fruition takes strong partners, determined advocates, and the unwavering support of the community. Your belief in our collective mission to build a new PECMH has fueled our determination. Together, we are forging toward ‘shovels in the ground’ with passion, purpose, and gratitude, knowing that every brick laid, and every foundation poured is a testament to the community’s commitment to local health care today and for generations to come.”

— Stacey Daub, President and CEO, Quinte Health

“This is an exciting step closer to shovels going into the ground for the new Prince Edward County Memorial Hospital. The closing of the RFP means we will have a builder for this first-of-its-kind hospital very soon. It’s great news for our community. Our hospital foundation looks forward to working with our project planning partners to bring our new hospital to life. We thank the community for their continued support of our Back the Build campaign. Every day, we see the powerful ways our donors have an immediate and lasting impact on how our community hospital delivers care. We can’t wait to introduce the successful construction team to our community as we start the next phase of our journey toward opening the doors to our new hospital in 2027.”

— Barbara McConnell, PECMH Foundation Board Chairperson.

“With the RFP closing today, we’ve reached a final step before we can put shovels in the ground for a new state-of-the-art Prince Edward County Memorial Hospital. I’m waiting with anticipation to hear the preferred contractor who will start construction later this year. This means we will get it done! Congratulations to Quinte Health and our community for reaching this milestone together.”
